Animal Biotechnology Policy Committee
The Animal Biotechnology Policy Committee is responsible for strategic planning and work plan objectives, oversight of work plan implementation and policy position recommendations on animal-based produced product issues. Membership is composed of companies that enhance livestock production through animal genomics, animal cloning and transgenics. Other areas would include development of diagnostics, vaccines and animal-made pharmaceuticals to improve animal and human health. The Policy Committee has various work groups to support its work, including in the area of science and regulation, international, stewardship, and acceptance.

Bioethics Policy Committee
Focuses on a full range of ethical issues that arise from developments in biotechnology. BIO is committed to the socially responsible use of biotechnology to improve lives. Through the committee, BIO can better communicate with our various individuals involved in new policy development and encourage open discussions. During the past few years, the committee has addressed issues such as stem cell research, cloning, genetic information, and global health. Committee members are often asked to participate in deliberations or offer comments on various areas of policy development.

Biopharmaceutical Law Committee ("BLC")
Provides additional legal support in the development of BIO analyses and positions on FDA-related legal/regulatory and legislative issues. The committee also helps to identify issues of concern to be proactively addressed by BIO, and advise BIO and its other committees regarding how particular issues may affect member companies from a legal perspective. These functions will enable BIO to obtain legal insight into matters as they arise, and enable counsel at member companies to become more involved in BIO's activities.

Board Standing Committee on Bioethics
The Board Standing Bioethics Committee focuses on identifying and analyzing the particular ethical questions facing companies and society in general, that arise in the context of research, development and commercialization of products in healthcare, agriculture, energy, and the environment through the use of biotechnology. These analyses will be used to inform and make recommendations to the full Board.

Business Development Committee
Concerned with programs to assist members in business development, capital formation, R&D partnering and collaboration. The committee also takes a long-term view of BIO's goals and responsibilities and makes certain that these are integrated into core program activities related to business development.

BIO BUSINESS SOLUTIONSsm Advisory Board Committee
Serves in an advisory capacity to help govern BIO's contracts with industry suppliers that comprise the BIO BUSINESS SOLUTIONSsm Program, BIO's group purchasing service. The committee oversees the development, management and communications efforts of the BIO BUSINESS SOLUTIONSsm Program, which aim to lower the cost of obtaining goods and services for BIO members.

Communications Committee
The Communications Committee helps direct BIOĆ­s communications department on the design, implementation and evaluation of public relations, media outreach and consumer awareness efforts under the direction of the Board Standing Committee on Public Awareness. The Committee includes senior executives from BIO member companies responsible for public relations, investor relations, public policy, marketing and media relations within their respective companies.

Emerging Plant Technology Policy Committee
The Emerging Plant Technology Policy Committee is responsible for strategic planning and work plan objectives, oversight of work plan implementation and policy position recommendations on plant-based produced product issues. Membership is composed of companies that produce plant-based products for other than direct human or animal use, i.e., plant-made pharmaceuticals, plant-made industrial products, trees and other perennials, energy crops, specialty crops, ornamentals, algae, fungi, plant-related testing equipment, etc. As a general rule, these products require some form of industrial processing or do not directly enter the food, feed and clothing value chain. The Policy Committee has various work groups and task forces to support its work, including in the area of science and regulation and international.

Food and Agriculture Communications Advisory Group
Creates strategies for public acceptance and awareness of plant and animal biotechnology and responds to breaking issues. The committee is comprised of public affairs and communications professionals from the Food & Agriculture Section member companies that are concerned with media relations regarding agricultural biotechnology.

Food and Agriculture Government Relations Committee
Develops and coordinates the execution of government-wide advocacy efforts to affect policy changes conducive to the food and agriculture biotechnology industry. This committee focuses on senior policymakers in the executive and legislative branches including Congress, trade-related agencies, the White House, regulatory agencies and embassies. The committee also provides strategic counsel to all committees of the Food & Agriculture Section and coordinates governmental outreach efforts with other food chain-related organizations and interests.

Food and Agriculture International Committee
The Committee prioritizes implements and coordinates member efforts on international issues, focusing on the World Trade Organization, Codex Alimentarius Commission, the implementation of the Cartagena Protocol on Biosafety and bilateral measures affecting trade of agricultural biotechnology products.

Food and Agriculture Science and Regulatory Committee
Manages issues associated with regulations of the EPA, USDA, and FDA. The committee identifies, prioritizes, implements and coordinates BIO member efforts on science and regulatory issues. This committee also provides expertise to support the Government Relations, Communications and International Issues Committees.

General Counsels' Committee
Focuses on corporation governance, securities issues, antitrust and other legal matters and is open to general counsels of BIO member companies. Additionally, general counsels share experiences and perspectives on development and organization of GC offices, supervision of outside counsel and other practice management activities. The committee is involved in briefings, but not policy decisions, on IP, FDA, and other regulatory issues handled by other committees.

Government Relations Committee
Concentrates on educating and lobbying government officials regarding legislative proposals affecting the biotechnology industry. The committee reviews the BIO legislative and regulatory agenda as a whole to set priorities and strategies; initiates BIO policy discussions regarding legislation; and provides advice and recommendations the the Board. Committee members meet with various government officials and their staffs to gain information, offer insight and advice and buttress BIO positions. The committee collaborates on substance and formulates legislative strategy for major BIO priorities.

Health Care Reform and Reimbursement Committee
Focuses on federal legislative and regulatory proposals regarding existing and future drug coverage, particularly within Medicare and Medicaid. This committee develops positions to maintain and expand market-based delivery systems to ensure patient access to biotechnology therapies. The committee is concerned with federal, state and third-party reimbursement for biotechnology-derived drugs and biologicals. Members of the committee review health reform and reimbursement issues from a variety of perspectives, including legislative, regulatory, economic, marketing and public relations. Members of the committee meet routinely with Members of Congress or Administration officials regarding legislation.

Human Resources Committee
Addresses human resources issues within the biotech community and those specific issues that are unique to the industry. The committee serves as a source of information related to human resources and is involved in the programming and planning of the annual Human Resources Conference.

Intellectual Property Committee
Promotes strong, predictable intellectual property protection and efficient transfer of IP rights for the biotechnology industry domestically and internationally. This committee is open to in-house and outside patent counsels of BIO member companies. The committee is responsible for developing domestic and international intellectual property policy that benefits the biotechnology industry. The committee reviews and comments on proposed intellectual property legislation and IP-related regulations from federal agencies. The committee will from time to time approve the filing of amicus briefs in cases that impact the biotechnology industry and from time to time will develop IP-related position papers, white papers and educational materials.

Investor Relations Committee
Concentrates on issues affecting members' relationships with the investment community and identifying and attracting new investors in the biotechnology sector. The committee focuses its efforts on programming and services. The committee also takes a long-term view of BIO's goals and responsibilities as it affects investor confidence and commitment to the biotechnology industry.

The Outreach/Alliance Development Committee exists to build ties with the patient and medical communities in order to create strong, long-term relationships that create opportunities for these groups and industry to collaborate and assist each other in policy development, advocacy, public awareness and research and product development.

Production Agriculture Policy Committee
The Production Agriculture Policy Committee is responsible for strategic planning and work plan objectives, oversight of work plan implementation and policy position recommendations on commodity agriculture issues. Membership is composed of companies that produce commodity agriculture products for direct human and animal use, i.e., corn, soybeans, sugar, cotton and vegetables. The Policy Committee has various work groups and task forces to support its work, including in the area of science and regulation, international, stewardship, and compliance.

Regulatory Affairs Committee
Addresses regulatory and scientific issues, including generating ideas for HHS regulatory reform efforts. The committee monitors FDA implementation of the Prescription Drug User Fee Act (PDUFA), responds to proposed regulations and drafts guidance documents as necessary.

State Government Relations Committee (SGRC)
Deals with government issues at the state level and is comprised of BIO members and state affiliate organization with an interest in state government issues. The committee has two subcommittees (the State Government Relations Subcommittee on Healthcare and the State Government Relations Subcommittee on Food and Agriculture) that receive a weekly BIO State Update detailing activities and news at the state level.

Tax and Finance Committee
Works with the Association of Biotechnology Financial Officers. This committee advises the BIO Board of Directors about legislation and regulation affecting taxes and finance. Areas of interest include favorable tax treatment of capital gains, value of employee stock options, the Orphan Drug tax credit and making permanent the R&D tax credit.

Technology Transfer Committee
Promotes public/private partnerships including technology transfer for the biotechnology community domestically and internationally. Committee members include persons involved in industry and academia partnerships, such as university technology transfer officers, company licensing officers, business development officers as well as others responsible for public/private partnerships. Committee members review the current mechanisms for technology transfer and Cooperative Research and Development Agreements; member and public outreach on technology transfer in biotechnology product development; and identify areas in public/private collaborations that may need fine tuning. The members are also responsible for reviewing and commenting on proposed technology transfer legislation, and tech transfer-related regulations from federal agencies, including the National Institutes of Health. The committee actively participates in efforts to influence legislation, treaties, jurisprudence and practice with the goal to continue the positive development of biotechnology.
