Article 15 - Discussions within international
forums show quite clearly that there is a need to reformulate the very general,
fundamental provisions of Article 15 in more concrete terms.Germany therefore welcomes the decision by
COP;5 to establish a working group that will have its first meeting in Bonn in October 2001. Article 16 - The Federal Ministry of Economics supports the Environment Area Manager System at
15 locations outside Germany. An environment area manager is a member of the
chamber of foreign trade specialising in the environment.Germany is also assisting several countries
with the regulation of access to genetic resources and benefit sharing,
including the Philippines and Bolivia. Article 19 - Germany supports implementation of the CartagenaProtocol. (Updated July 2001)
Article 15 - There is no unified legislation on biodiversity.The various pieces of natural resources legislation were drafted well
before the adoption of the biodiversity strategy and therefore make no
reference to biodiversity. It would seem more practical for the current
legislation on natural resources to make provision for biodiversity rather than
developing specific legislation on biodiversity. Article 16 - Guyana’s current
policy on biological diversity is contained in the 1997 document National Strategy for the Conservation and
Sustainable Use of Guyana’s Biological Diversity that articulates the
national policy and strategy relating to the study, conservation and sustainable use of biodiversity. Article 19 - The Environmental Protection Act constitutes the first attempt to specifically
address biosafety as an issue. Under this Act, Environmental Impact Assessments
are automatically required for all projects that involve the importation of living modified organisms. (Updated November 1999)
