Position Title: Senior Director, State Government Affairs
Department: State Government Affairs
Reports To: Senior Vice President, External Affairs
This position spearheads all state legislative and executive branch activities in the United States on behalf of the Association and its membership. The Senior Director serves as the staff liaison to the BIO State Government Relations Committee, relevant State Subcommittees, as well as the primary point of coordination between the State Government Affairs department and BIO’s Health Section, Legal and IP Department, and Emerging Companies Section. Significant efforts include directing and engaging the Association’s efforts on all relevant state legislative and regulatory matters as well as coordinating with BIO's policy department on biotechnology policy issues in the states. The Senior Director will coordinate state government affairs contract consultants as well as oversee BIO's field staff.
Lead BIO efforts on state legislative issues impacting healthcare and biotech development as well as related capital formation and economic development initiatives.
In coordination with the BIO Policy Department, develop and manage BIO public policy on health-related state issues and other complementary sectors throughout the United States as well as complimentary federal policies as they relate to state activity.
Lead BIO in all health-related outreach to Governors and State Legislatures.
Coordinate activities and serve as point on state-health issues for all relevant Health Department committees as well as the BIO Health Section Governing Body, Regulatory Environment Committee and Board Standing Committee on Reimbursement.
Assist in developing legislative best practices on state efforts to promote economic development initiatives impacting the biotechnology industry as well as state initiatives related to venture and private funding programs aimed at funding biotechnology research and development efforts.
In coordination with BIO's Health Policy Department, spearhead the development and preparation of technical comments to rules, testimony on legislation, and general advocacy related to biotechnology and general health policy matters promulgated by state governments and executive offices.
Raise BIO’s public profile on state state issues through participation in various conferences, press events, and stand-alone public speaking engagements.
Draft advocacy documents and legislative summaries for use with various internal and external audiences and stakeholders.
Respond to BIO member company questions regarding various health policy, state legislative, and biotech access issues.
Work with the Alliance Development team on joint alliance and advocacy efforts in the states.
Manage all state affiliate interactions on healthcare-specific issues and assist in their preparation for advocacy efforts.
Coordinate with regulatory/policy staff across other trade associations, member companies, and other allies as required.
Experience managing large multi-stakeholder groups and coalitions.
Experience in advanced state advocacy and development of complex health policy initiatives.
Experience working with high-level executives with diverse and variant issues.
Significant experience in public speaking to large audiences with a focus on complex policy and legal topics.
Excellent communication skills with the ability to provide quick, simple analysis and explanations of technical policies in both written and oral format.
Experience writing in numerous formats including presentations, advocacy documents, and reports.
Excellent research and analytical skills.
Demonstrated ability to identify and prioritize tasks, manage multiple projects, and meet deadlines with little supervision.
Excellent computer, organization, and conflict management skills.
Bachelor’s degree required with a preference for a graduate degree in a relevant field (MPA, MPH, MPP, MBA, JD). Significant work experience in government affairs in a bio-pharmaceutical company can substitute for a graduate degree.
Intimate familiarity with state legislative programs, Medicaid/Medicare payment policies, and biotech payment policies.
