Dr. Cathleen Enright
Dr. Enright is the executive vice president of the food and agriculture section in the Biotechnology Industry Organization (BIO), where she is responsible for industry leadership and advocacy on legislative, regulatory and market access issues. Before joining BIO, Cathy led the federal government affairs office of the Western Growers produce association, working on issues as varied as immigration reform, tax law, and the farm bill. Prior to this, Cathy spent 12 years in the federal government negotiating agricultural trade agreements, most recently, as deputy assistant U.S. trade representative (USTR). At USTR, she negotiated the SPS chapter of the Korea Free Trade Agreement and U.S. beef export agreements. Also at USTR, Cathy served as the U.S. representative to the World Trade Organization’s Santitary and Phytosanitary Committee. Cathy served as assistant deputy administrator in the Animal and Plant Health Inspection Service in USDA, where she was the chief negotiator for the resolution of phytosanitary trade barriers impacting grains, produce and forestry and nursery products. Cathy began her government career at the Department of State, where she negotiated the Cartegena Protocol on Biosafety and the international access agreement on plant genetic resources for food and agriculture. Cathy earned a doctorate in biochemistry from the State University of New York and completed her post-doctoral training at The Johns Hopkins University School of Medicine.
