JPM-MCS and Industry Day

The Joint Project Manager for Medical Countermeasure Systems (JPM-MCS), a program within the Department of Defense (DoD), is coming to the 2015 BIO International Convention with a mission: to find new ways to work with the private sector to combat chemical and biological threats.

JPM-MCS provides U.S. military forces — and the nation — with safe, effective, and innovative medical solutions to counter chemical, biological, radiological, and nuclear (CBRN) threats. This program plays a vital role in implementing DoD’s strategy to prevent, diagnose, and treat the effects of any such threats — which can have dual-benefit solutions, such as solutions for infectious diseases.

JPM-MCS is determined to stay at the forefront of emerging technologies and, as a result, is looking to engage with entities in the medical countermeasure field that may not currently be working with DoD. One possibility would be through the use of other transaction (OT) authority. For JPM-MCS, OT authority would facilitate access to prototypes or emerging technologies in the medical countermeasure marketplace, giving the program another tool in the fight against CBRN threats.

JPM-MCS is hosting an Industry Day at the BIO International Convention today, June 15, from 10 a.m. to 2 p.m. How companies answer the questions below will help JPM-MCS to determine the appropriate course of action for an OT agreement:

  • Under what conditions/circumstances would you participate in an OT consortium?

  • What barriers do you see to working with DoD in an OT consortium strategy? Considerations could include legal issues, intellectual property rights, royalties, inclusion of DoD Advanced Development and Manufacturing Capabilities, and membership rules (any company, university, or research organization should be eligible to join the consortium).

  • What incentives would you like to see included as part of an OT consortium strategy?
