France, the most attractive country in Europe
According to EY’s Europe Attractiveness Survey (May 2020), France is Europe’s top destination for foreign direct investment (ahead of the UK and Germany) and research tax credit. France’s newfound attractiveness stems from the country’s ambitious transformation led since 2017. The country has reformed its labor market, reduced capital taxation, lowered corporate tax, helped SMEs to grow thanks to the PACTE Act, which were very well received by domestic and international investors alike, and invested hugely in innovation thanks to very generous state funding for R&D, with tax breaks such as the research tax credit, innovation tax credit and the innovative new companies status, but also innovation funding programs such as the Major Investment Plan.
