Kate Blackman directs the health program at the National Conference of State Legislatures. Kate previously served as a program director at NCSL managing projects focused on opioid misuse, injury and violence prevention, health disparities and other public health topics. She also specialized in access to care and rural health issues, such as telehealth. Before joining NCSL in 2014, Kate directed a CDC-funded public health research project in rural, eastern North Carolina, and worked at several nonprofits. She holds a B.A. in journalism from the University of North Carolina at Chapel Hill, where she later earned her master of social work and master of public health.
