Tom Stoll is Senior Director of Federal Government Affairs for Genentech handling patents, tax, trade and tariffs. Before joining Genentech, Tom served as Chief Counsel on the Judiciary Committee of the U.S. House of Representatives.
Before serving as Chief Counsel to the House Judiciary Committee, Tom served as the Legislative Consultant to the ABA Section of Intellectual Property Law. In that role, he monitored IP legislation and other policy developments, represented the Section before Congress, the White House, and federal agencies, and advised the Section on issues on which it may want to formulate a policy position, including the filing of amicus briefs and responses to agency requests for comments.
Tom also worked on external policy and legislative affairs within the Intellectual Property Management group of The Boeing Company, and represented Boeing before Congress, the White House, relevant federal agencies and with several trade associations on issues relating to patents, trade secrets, trademarks and copyrights.
Tom started his career as a patent examiner at the United States Patent and Trademark Office, holding a variety of positions at the Office, including as an attorney in the Solicitor’s Office, and ultimately as Congressional Affairs Specialist. During his tenure at the Office, Tom was detailed to the White House, where he participated in the formation, drafting and implementation of the Administration’s first Joint Strategic Plan on Intellectual Property Enforcement; drafted a Presidential Executive Order and shepherded that order through the OMB and the West Wing clearance processes; drafted memoranda to the President, the Vice President, and to the Director of OMB; drafted and participated in the drafting of Congressional testimony, speeches and White House blogs; and coordinated and led inter-agency discussions among senior government officials across the Administration to help improve the Administration’s intellectual property policies.
Tom holds a B.S.E.E. from the University of Maryland, and a J.D. from The Catholic University of America. After graduation, he clerked for Judge Arther Gajarsa on the U.S. Court of Appeals for the Federal Circuit.
