BIO's 2021 Special 301 Submission

Section 182 of the Trade Act of 1974, known as the “Special 301” provisions, requires the United States Trade Representative to identify countries that deny adequate and effective intellectual property protections or fair and equitable market access to U.S. persons who rely on IP protection. As part of the 2021 Special 301 Review process conducted by USTR, Justin Pine, J.D., Senior Director of International Affairs, prepared BIO’s formal submission to USTR and the interagency Special 301 subcommittee highlighting the IP issues facing our members in key markets around the world. In addition to addressing systemic IP challenges abroad, BIO’s 2021 Special 301 Review Submission highlights how IP is critical to supporting BIO’s Vision, Mission, and Purpose as an enabler of biotech innovation. This year’s submission also illustrates the critical role of IP as a tool to defeat COVID-19 and as a driver of economic growth and recovery in the post-pandemic world.

The newly created position emerged from a recent reorganization aimed at driving a bio revolution through advocacy, education and collaboration that can equitably cure patients, protect the climate and nourish humanity. With over 20 years of experience in digital marketing, strategic consulting, data science and marketing analytics for biopharmaceutical brands and influential membership associations like AARP, von Stauffenberg will guide the organization’s marketing efforts as it operationalizes the five pillars of the strategic vison.   “Melissa’s vision and experience are what we need as we communicate and execute our strategic plan,” said BIO’s President & CEO, Dr. Michelle McMurry-Heath. “As we move from virtual events back to in-person, you can expect to see reimagined, robust and exciting concepts that reflect a post-pandemic world.” As with all live and in-person events during the COVID era, BIO’s premier, worldwide biotechnology conferences have gone digital. BIO’s virtual events have drawn record attendance and facilitated over 37,000 business partnering meetings throughout 2020. As Congress and the new President lay out their aggressive “100 Day Plans,” The Biotechnology Innovation Organization (BIO) today released a new blueprint highlighting goals to strengthen America’s innovation ecosystem, end the COVID-19 pandemic, and get more Americans back to work over the first 100 days. BIO, one of the world’s leading voices of science and for science, believes the current pandemic as well as the ongoing climate crisis is putting science and biotechnology at the forefront of public policy. Under the direction of new president and CEO Dr. Michelle McMurry-Heath, the organization wants to raise the bar and set measurable and important goals. The blueprint, which can be found here, includes the advocacy organization’s priorities for the first 100 days working with Congress and the Biden Administration. BIO aims to:    Ensure a speedy transition and an expedited Senate confirmation process for agency leadership critical to advancing public health, nutrition, and environmental goals.  Reengage as a leader on the world stage, including rejoining the World Health Organization and the Paris Climate Accords. Develop and approve more vaccines, therapeutics, and diagnostics to prevent and treat COVID-19. Promote robust and equitable patient access to COVID-19 vaccines, therapeutics, and diagnostics. Better prepare for future infectious disease outbreaks. Drive economic revival and resiliency through Adoption of Advanced Biotechnology Solutions. In addition to these immediate actions, BIO calls on the federal government, working with state, local, and private sector partners, to conduct a comprehensive review of the COVID outbreak and pandemic response to identify additional steps that could and should have been taken to improve the nation’s response and recovery in the future. The Biotechnology Innovation Organization announced today that it will resume political giving under new criteria for political leaders seeking campaign assistance. Shortly after the violent demonstration three weeks ago at the US Capitol BIO paused political giving in order to evaluate the type candidates who the association would support in the future. “After consulting with some members of our leadership and Board of Directors we have decided that BIO will align our political partnerships for members of Congress and the Senate with the five strategic pillars of our organization which we announced late last year and an additional one based upon defending democracy. Those pillars are: Be a voice of science and for science. Unite and empower biotech innovators and their ecosystem to improve lives. Remove barriers to innovation. Champion broad access to biotech breakthroughs and scientific equality. Catalyze resilient and sustainable bio-based economies. “At its core science is based on facts and the truth and so it was disheartening and disappointing to see that many members of Congress and the Senate voted against a free and fair democratic election based on misinformation and outright falsehoods. Truth matters and so we will for the time being suspend giving to those who voted against democracy. In the future we will be examining very closely the entirety of Members of Congress and the Senate‘s records, words and deeds to ensure how they match up with our five pillars for advancing scientific innovation in America.

BIO Joins Letter Supporting Katherine Tai to Lead USTR

The undersigned food and agriculture trade associations respectfully urge confirmation of Katherine Tai to be U.S. Trade Representative. Our associations represent the vast majority of the food and agriculture sector accounting for roughly one-fifth of the country's economic activity, directly supporting more than 23 million jobs – constituting nearly 15 percent of total U.S. employment. Ms. Tai is eminently qualified and deeply familiar with the mission of the Office of the U.S. Trade Representative in opening foreign markets and reducing barriers for U.S. food and agriculture workers and exporters for the benefit of consumers in the U.S. and across the globe. We especially value Ms. Tai’s demonstrated ability to build bipartisan support for trade policies. We submit that these capabilities are essential to the success of the next Trade Representative in addressing the most pressing trade policy issues, including trade relationship challenges with China and the European Union, as well as enforcement of existing trade agreements and tackling non-tariff barriers to trade. We believe that Ms. Tai has the experience and expertise to secure greater market access for U.S. products and ensure enforcement of clear and fair rules with our trade partners so U.S. food and agriculture workers and our industry sectors may fairly compete in the global economy.
